tpbridge does not report connection status to ndrxd after ndrxd is restarted for recovery
The "c" flag (connected) is not reported to ndrxd when ndrxd is put in "-r" mode

We need new hook function in libatmisrv, so that atmi server can register callback handler in case when ndrxd is requesting for server information from learning mode. At that point we could submit the bridge status information to ndrxd.

Fixed. Also added default ndrxd monitoring time for "tprecover" to 5 seconds, i.e. if parameter -c is not set. Previously default was 0, meaning that ndrxd monitoring was disabled.
