Description
We shall implement hook function in libatmisrv to monitor incoming pings from ndrxd. If the pings are not coming to process for some time, then assume that ndrxd have hanged, and it must be terminated with -9 (I guess it is ignoring 2 & 15). And then put it in learning mode.
