service shared memory cleanup if server was adding services to SHM, but suddenly died

Description
Currenlty seems that ndrxd does not know anything about these services, thus it will not zap them from SHM.
Needs to add service sanity check to ndrxd. Also it should monitor this SHM for some certain time period, because the server process init might be slow.
