tpadmrun() notify ndrxd for long running service operations

Description
New function shall be added to Enduro/X so that XATMI server when doing long works, could respond to ping requests.
- may be used only from single main thread (min/maxdispatchthreads=1)
- and also not from client thread.
In that particular case tpadmrun() cloud in non blocked mode read admin msgs, and do internal processing.
In queues if shutdown is requested, some flag/return value shall be given back.
