tpadm T_CLIENT class does not report dead clients

Description
Programs started by cpmsrv (under <clients> section) do not report if the given program is dead. Currently, T_CLIENT mib does no list these programs.
Wit this fix, DEA status shall be reported for these programs.

Release notes¶
Updated tpadm to report "DEA" status for processes managed by cpmsrv. Please note that TA_PID for dead processes might collide actually running processes (as OS might have re-used them...)
Available from Enduro/X release 8.0.8+.
